Europe's arrested development
Major companies in Europe are at last spending more on research and development (R&D), according to figures released earlier this month. The news is a welcome, albeit belated, indication that they are responding to the challenges posed by their global competitors.

FP7 Derogation scheme for transition from AC to FC
Good news for Universities!!!
The latest draft FP7 Financial rules contain a derogation scheme for the transition from AC to FC.
The current draft of the Rules for Participation state that if there are organisations “which are unable to identify with certainty their real indirect costs for the action concerned… May opt for a flat rate of ...”
This means that if Universities, research institutions or SMEs claim they cannot calculate their indirect costs, they could opt to use a flat rate of 60% indirect costs rate for first projects under calls that closed before 1 January 2010, and the then use, 40% for projects under calls published after 1 January 2010.
Please note that in all cases, permanent staff can now be charged in direct costs – if rules are followed.

Gago diz que superior pode beneficiar de verbas para a ciência
No Orçamento do Estado para 2007, a investigação científica é a única área em que sobem as despesas de investimento: 77 por cento face ao orçamento inicial de 2006. No ensino superior há reduções nas despesas de funcionamento - 4,4 por cento nas universidades e 2,4 por cento nos institutos politécnicos. Mas vão poder concorrer aos dinheiros da ciência para investigação. Foi isto que o ministro da Ciência, Tecnologia e Ensino Superior, José Mariano Gago, sublinhou, anteontem, à Comissão de Orçamento e Finanças da Assembleia da República. Para o ministro, o crescimento "ímpar" do investimento em ciência vai ao encontro das prioridade do Governo. A meta é investir (despesa pública) um por cento do PIB em ciência em 2009. "O país precisa de fazer crescer o orçamento em ciência e tecnologia nos próximos anos."
